Give daily free potion to help newbie settle down

If can get a free potion every day from the NPC(EX)Maple Administrator), it will be a great help to newbies in the early game.

( lv 11~20  -> Orange potion 100 & Blue potion 100 / lv 21~30 -> White potion 100 & Blue potion 200 )

To avoid selling potions to earn meso, the selling price should be 1 meso.
