I can't for the life of my figure out how to get the Rudolph Change Hat.

 

Can someone please let me know?

go to xmas town by talking to Rooney npc
Then click the angel npc on top of the house to enter then talk to npc again to enter your level specific PQ.
I think you need at least 3 in your party.
The PQ is to kill flying mobs that drop snow and have the snowman only "absorb" the real snow.
Afterwards, you select the hat or the seraphim.
