Can only connect with a proxy

Recently I wanted to start playing again and I went to load the game and it couldn't connect in order to download the latest patch. I then tried going to the website to just reinstall the whole game but I couldn't connect to the website either. I wait a day thinking maybe it's some sort of maintenance but even after weeks I cannot connect to the website. Today I tried connecting to the website through a Canadian proxy and it actually worked. I'm currently downloading the game and when I stop using the proxy it loses connection so I'm wondering is this the new normal for people who want to play from the United States or is it some sort of technical issue I can possibly solve with some help?

Similar to my support post, I always disconnect in Ch1. Unless I use a proxy. Then I don't disconnect. I'm not too sure why, but hopefully someone with some networking skills could enlighten people on why some ISPs seem to be blocked from the servers?
