Phoenix.dll is self deleting while launching the game

Phoenix.dll is self deleting when I try to launch the game, I try to copy + paste the [phoenix.dll] file from Phoenix.zip to the game folder and try to launch the game, it still gets deleted. And show me an error message saying missing Phoenix.dll. 

Windows Defender is OFF all the time. Please help.

The only way it'll get deleted is if an antivirus is deleting it.

I try to make sure defender does not incorrectly detect it but sometimes i'm late or defender hasn't updated everyones detection list, Or you just use a different antivirus
